The criteria of the Ordinance applies to this house. It is located on property zoned A-2 Apartment District and was built well before 1989. When a property is zoned A-2, it has received building permits and was built prior to 1989, there is no restriction on the length of occupancies that can be accepted. Vacation and short-term transient rental use is entirely legal.
